Blame Game St. Francis Dam builder William Mulholland poses with his attorney and the prosecutor and coroner in front of the Hall of Justice in 1928. Mulholland wasn't criminally prosecuted for the loss of life, but the dam's failure ended his career, and he died seven years later. |
